Heimdall sees and hears all thanks to his extrasensory capabilities. His sight can extend across all Nine Realms and from the Bifrost Observatory, he can see 10 trillion souls. He can hear Asgardians calling him from other worlds such as Earth, Jotunheim, and Sakaar.

Why is Loki so small if he is a frost giant?
It’s a combination of his natural appearance, along with Odin’s interference. He was naturally born smaller than regular Frost Giants. When Odin found him, he cast a spell on him to change his appearance to that of an Asgardian (there was a short flashback scene showing this in the film).
