Can you still get Gfwl achievements?
There’s a bunch of games on Steam that still have GFWL enabled. True Achievements has a good list of them here: https://www.trueachievements.com/gfwl-enabled-on-steam/games. Generally they’ll just work, but some of them will give you issues like Fable 3 or GTA4. For those you just download, install, and hope they work.

Can you get achievements offline Steam?
If i play a game in offline mode can I earn steam achievements for that game while playing in offline mode? Most of the time, yes. Providing you have launched the game at least once (so the Steam Client has the achievement schema on your machine) you SHOULD be able to earn Steam Achievements while in offline mode.
