Dr. Gabriel Valack was a brilliant but unethical scientist who operated the Eichen House supernatural ward until he was caught experimenting on the patients. He was then held prisoner inside a reinforced “bullet-resistant polycarbonate” cell at in the same ward until he escaped and took over the facility in Season 5.
