Lich Bane works with Evelynn’s E – Whiplash. Whiplash (and Empowered Whiplash) is an on-hit effect that deals damage and automatically applies all other on-hit effects. So any time you use Evelynn’s E, you’ll also deal the bonus damage from Lich Bane. This happens instantly and within the same cast.
