Jinx was inspired by the Joker, Gollum, and Helena Bonham Carter. This was noted here by one of her concept and splash artists, RiotTeaTime. Riot doesn’t base champions of a specific character from a TV show, game, etc. They base them on many different characters.

In Jinx’s original kit design, each of her basic abilities caused her to swap weapons—much like the way Udyr switches forms—and her ultimate changed based on which gun she was holding.
