Do you need a PDB with a 4 in 1 ESC?
For small, tight builds, you can use a 4-in-1 ESC which will double as your PDB, too. Since the true purpose of the PDB is to actually route power from the battery to the ESCs, if you’ve got a 4-in-1 ESC, the battery leads just hook up directly to it and that’s all you need.
Should distribution boards be locked?
They don’t need to be locked, they must be safe. If a DB is locked how can you undertake emergency isolation of supply if required? If you look at the standards then many DB’s are designed for use by ordinary persons. Correctly installed they pose no more risk than a socket outlet or light switch.

RCBO’s are a more expensive alternative to RCD’s (but have advantages), and are currently not a Requirement. Thinking on it the DB is probably older than 10 years, probably 15 years. It’s a Wickes unit with a 100A DP isolator & MCB for each circuit.
