What size earth is in 16mm T&E?
Just doing a periodic on some offices, and each office has a small mains unit fed with a piece of 16mm t&e, they are relying on the 6mm earth in the cable for the main earth.

The main earth terminal would be connected with a 16mm2 main earth conductor on to the PME. So, if the origin is wired correctly with 16mm2 main earth conductor the earth size is correct at the origin. The main earth conductor is therefore sized correctly. So the cpc in the 16mm2 T&E is 6mm2.

Would you use T+E cable for a single phase submain?
I personally would not use T+E, but not for the reasons sighted. SWA internally for a tiny single phase submain could be considered overkill. The earth size is based on the incomer for a pme, adiabatic can be used for tns. Any twin and skin cable less than buried less than 50mm needs 30ma rcd protection, submain or not.
