Lugia’s role is fairly straightforward. After threats like Primal Groudon and Arceus-Ground are revealed to be offensive variants, Lugia can be switched into them liberally to simply wall them and stall them with Toxic. Boosted threats can be phazed with Whirlwind or dealt with by Psychic or Ice Beam depending on the foe.
