In cas you click on the face/skin icon and there’s an option for teeth. At least I’m pretty sure it’s under face/skin.

Why don’t people let their pretty Sims have babies?
Because gorgeous women can turn out to be hideous men and vice versa, which means those pretty sims will get ugly kids when they’re a different gender than they are. Also I always check what offspring will look like for two particular sims in CAS before I allow them to make babies.
