Although Harrowmont seems the rightfull king for Orzammar during DAO gameplay, in the sequels, it only shows how Harrowmont rule is ill for Orzammar and for culture. I don’t necessarily think they’re written as well as they could be to illustrate how differently dwarves consider honor (almost like krogan), but I suspect that might have been the intention. You are correct, though, the game does do a stellar job of presenting Harrowmont as a nice old man and Bhelen as a smarmy schemer.
